There will be animals on the eternal New Earth, and there is evidence that they will be able to speak. In Eden, animals likely spoke, which is
evidenced by the fact that the serpent spoke to Eve, yet in her response (Gen 3:1–5), there is no evidence of surprise. Her lack of surprise implies that animals regularly spoke in
Eden. The New Earth is a restoration of Eden, which indicates that on the coming world, God will give animals the ability to speak. This gift of
speech would not be unprecedented because even in our cursed world, the Lord gave Balaam’s donkey the ability to talk (Num 22:28–30). Furthermore, animals currently in heaven can
speak (Rev 5:13, 8:13). All biblical evidence indicates that animals will talk on the New Earth. Confirming this notion, Isaiah 60:6 indicates that camels on the New Earth will verbally
praise God, as the verse states, ‘Caravans of camels will cover your land — young camels of Midian and Ephah — all of them will come from Sheba. They will carry gold and
frankincense and proclaim the praises of the LORD.’
